In an era of increasing climatic variability, technological advancement, and complex emergencies, the role of law enforcement agencies has evolved from conventional policing to multidimensional crisis management. Police personnel, Prison officers, and PRD officers today serve as first responders during disasters, ensuring public safety, maintaining order, and facilitating rescue and relief operations. Recognizing this vital responsibility, Rashtriya Raksha University (RRU), under the aegis of the Ministry of Home Affairs, Government of India, is organizing a specialized three-day capacity-building program on “Skill Building of Uttar Pradesh Police, Prison, Fire Safety, and PRD Officers for Robust Disaster Management.” The training aims to align operational practices with national and international frameworks such as the Sendai Framework for Disaster Risk Reduction (SFDRR), Prime Minister’s 10-Point Agenda on DRR, and NIDM’s Community-Based Disaster Risk Reduction (CBDRR) guidelines, fostering a professional culture of preparedness and resilience among frontline responders.
The program will combine interactive lectures, case studies, simulations, and technology demonstrations to enhance officers’ practical understanding of risk assessment, rescue operations, inter-agency coordination, and the application of emerging tools such as drones, GIS, and IoT in disaster response. It will also address crucial aspects of psychological preparedness, stress management, and community engagement, empowering participants to respond effectively to disasters while ensuring their own well-being. By strengthening institutional capacity and field-level decision-making, this initiative seeks to build a more resilient and adaptive policing system across Uttar Pradesh, promoting proactive disaster management and community safety through trained, skilled, and confident officers.
